The Executive Director of Human Resources and Operations provides the leadership and coordination for human resources, business services, buildings and grounds, transportation and food services.
The employees of Moorhead Area Public Schools are the district’s most important resource for providing learners in the community with a high quality educational system.
Human Resources and Operations, which recruits qualified teachers and personnel to enhance the instructional program, serves the employees of Moorhead Area Public Schools throughout their employment with the district. The relationship with each employee begins with recruitment and hiring, continues throughout the employee's career with the district, and extends until retirement.
By monitoring Moorhead School District's finances and overseeing the business services, the Executive Director of Human Resources and Operations provides the services in the district that support the instructional process and student achievement.
Human Resources and Operations supervises buildings and grounds maintenance, transportation and food service. Food Service prepares inexpensive breakfasts and lunches that meet or exceed the USDA guidelines for good nutrition. Property Services oversees building and facility maintenance, and Transportation is responsible for the safe and efficient transportation of students to and from school.
Additionally, the Human Resources and Operations department recruits and maintains a list of substitute teachers, paraprofessionals, and custodial and food service staff. The office uses the automated Substitute Employee Management System (SEMS) to contact teacher and support staff substitutes who have registered with the system about available positions. All employees enter their absences in the SEMS so employee leave records can be maintained, substitutes can be called, and substitute pay can be determined.
Records regarding staff employment such as transfers, leaves, promotions, tenure and retirement are maintained by Human Resources and Operations. The department administers relicensure and recertification as well as the employee benefit programs such as the Employee Assistance Program.
Employee compensation matters, including determining appropriate salary levels, determining changes in salaries and processing all adjustments, are directed by Human Resources and Operations. The department also participates in negotiations and administers all contracts.
Human Resources and Operations is also responsible for administering the worker’s compensation program and maintaining and ensuring compliance with all state and federal employment laws.
